As you know, the Virginia Tech community will be honoring those affected by the tragic events of April 16, 2007 with a 'Day of Remembrance' on Wednesday April 16, 2008. In addition to the special ceremonies scheduled for this day, the university and the Blacksburg community will be hosting many other activities related to remembrance, recognition and healing. Further, our campus will be hosting several major events including women's softball on Wednesday, a concert at Burruss Hall on Thursday night, and our annual spring football game on Saturday.
These events will, of course, draw many visitors to our campus and require significant resources from our police department. To ensure the timely and efficient delivery of our services, the Virginia Tech Police Department has decided to accept the generous offers of assistance from other law enforcement agencies in and around our community. Through these partnerships, the Virginia Tech Police Department hopes to create an environment of comfort and safety for students, faculty, staff, and visitors as they experience the events of this important week.
The presence of these officers should not be seen as a cause for concern, but rather as yet another example of the support our university continues to receive. Should have any questions or concerns, please contact your Virginia Tech Police Department.

Springfield-area colleges have systems in place to alert students to campus emergencies, and most procedures have been updated or were instituted originally in the wake of campus shootings at Virginia Tech University in Blacksburg, Va., last spring.
Thursday's shootings at Northern Illinois University in DeKalb brought the importance of those procedures to the forefront again.
"It's just awful," said Mike Underwood, spokesman for MacMurray College in Jacksonville. "Something like that really hits home."
The University of Illinois at Springfield, Illinois College in Jacksonville and Blackburn College in Carlinville all have some type of emergency notification system where students can receive e-mails, cell phone messages or other electronic notification should there be an emergency on campus.
Michelle Green, spokeswoman for UIS, said the school had a call from one parent within an hour of the NIU shooting expressing concern.
UIS sent out a campuswide message to faculty, staff and students late Thursday afternoon urging them to sign up for the UIS Emergency Notification System it implemented last month.
The university's chancellor or provost, chief of police or someone assigned the task sets the notification system in motion, Green said.
Lincoln Land Community College recently updated its emergency procedures in response to the Virginia Tech incident, said spokeswoman Lynn Whalen.
In addition to having armed campus police on duty 24 hours a day, LLCC has installed emergency phones in each classroom and has enabled all classroom doors to be locked from the inside.
"We also have a good counseling and referral system should anyone need that kind of help," Whalen said.
Jim Murphy, Illinois College spokesman, said more than 400 of IC's 1,000 students signed up to receive e-mail or text-message alerts last fall.
"It was a response to Virginia Tech and established a way to get information to students, faculty and staff as soon as possible," he said.
Blackburn College has an on-campus siren and a system to notify people via e-mail and on the college's Web site.
"When something like this happens, we always review the manual," said Rusty Ingram, public relations director at Blackburn. "We have security procedures we go through, and we can lock down the entrances to campus."
Ingram said the shootings at Virginia Tech "made us more aware," although he believes that because almost all Blackburn students have jobs on campus, they may be more aware.
"Our thoughts and prayers certainly go out to the people at Northern today," he said. "We have a chapel on campus if students here want to talk about it."

What if it happened here?
Would West Virginia University be prepared for a horrific incident such as the tragedy that occurred at Virginia Tech on Monday?
The answer is yes, University officials say.
"Blacksburg is a lot like Morgantown, and if it could happen there, it could happen anywhere," said West Virginia University spokeswoman Becky Loftstead.
"In light of this, we are going to review the emergency plan and look at it intensely to make sure that all of our 'I's are dotted and 'T's are crossed to make sure any event like this is covered," Loftstead said.
Prior to the massacre in Blacksburg, WVU officials were in the process of finding vendors to provide University-wide text messaging services in the event of an emergency, Loftstead said.
Currently, the University would broadcast announcements on MIX and forward them to WVU.edu e-mail addresses as it does when canceling class during the winter.
Officials were also looking into the idea of large messaging centers that would be visible in high traffic areas.
Dr. Dan Della-Giustina, a WVU professor and expert in public safety, also suggested the implementation of a University-wide alarm system.
"My thought is to develop an air raid-like signal, similar to the ones during World War II," Della-Giustina said. "It would sound a siren, when the students would hear this, regardless of where they were, they would know to stay put and be on lock down.
Yet, despite new proposals, University officials have always had a plan for the instant disaster were to strike WVU.
If WVU were faced with the same situation that arose in Blacksburg, students would be urged to remain where they were and focus on protecting themselves.
In what Roberts called an active shooter situation, DPS members have been trained in a program called "Active Shooter," and a team is also trained in Rapid Response. To correspond with the DPS response, Morgantown Police Department, West Virginia State Police and Morgantown Fire Department also became involved in the situation.
In the Virginia Tech scenario, students and families were reunited at the alumni center in Blacksburg, but if the situation were to arise in Morgantown, that may not be the best protocol.
"If you look at WVU, there is no single road. We are an expansive town," Roberts said. "We work with Morgantown Police Department, and that is a benefit, to say that there is a central location is not what we are advocating."
The ideal plan would be for students and faculty to stay in place, secure doors and to wait for the green light.
After a traumatizing event, students are likely to need some kind of counseling to deal with the shocking aftermath.
"It's crisis counseling, and always you need to assess the student's concern, is there some sense of immediacy, friend or family involved," said Dr. Peter Kahn of the Carruth Center. "With any situation where there's been some kind of a loss, you want to sit with the person and let them talk freely and open up about it."

In response to the shootings at Virginia Tech, West Virginia University President David Hardesty said Monday afternoon in a statement that the "campus police are alert to the incident and are monitoring the situation as it unfolds. If deemed necessary, increased coverage by our campus police will be initiated."
Students in need of counseling are encouraged to visit the Carruth Center in the Student Services Center next to the Mountainlair. The center, open between 9 a.m. and 5 p.m., offers walk-in counseling services and an after-hour emergency phone consultation service (293-4431). On Monday, the center extended its walk-in services to 8 p.m.
A candlelight vigil to remember the victims of the shootings will be held Wednesday at 9 p.m. in Woodburn Circle on the Downtown Campus. The University community and the general public are invited to attend.
The WVU United Methodist Student Movement will sponsor an interfaith vigil today at 9 p.m. in the Mountainlair Ballrooms.

Salem -
Paducah. Jonesboro. Columbine. They may sound like destinations toured by a small garage band, but if we reach back in memory, they are actually cities that have suffered at the hands of teenage angst combined with dangerous weapons.
The Virginia Tech massacre this past spring was a wake-up call to institutions of higher education all over the world. High schools may have their metal detectors and movies starring Michelle Pfeiffer about tough street kids and their violent behavior, but colleges have so far been wide open to strangers and incident.
As Shane Rodriguez, deputy director of the Salem State College Police Department, says, when Seung Hui Cho fatally shot 32 students and faculty at Virginia Tech, he created "our 9-11."
Last July, campus police placed an officer on the task of emergency preparedness. But Virginia Tech put the wheels into rapid motion.
"When people send their sons and daughters to college, the last thing they expect is that they will be gunned down in a classroom or residence hall," says Rodriguez.
That's why on June 29, Essex District Attorney Jonathan Blodgett convened the first annual Essex County College Summit, linking campus security departments with the state police and the FBI.
Officers from Salem State, Northern Essex Community, Endicott, Marion Court and Gordon colleges discussed their various security measures and listened to Col. Mark Delaney from the state police outline a training program for dealing specifically with school shooters.
One of the most unique questions posed to Delaney was whether students should be locked in or out during a hostile shooter situation. His answer? Less moving parts means less confusion for law enforcement. Lock the doors, get away from the windows and wait for the "cavalry."
The cavalry could be any number of local, state and federal law enforcement officers. But getting them on campus can take a while. That's why it comes down to campus police to initially act in a situation.
The FBI terrorism division told the officers to develop a plan and then stick with it, practice it and learn from it. Without being too invasive in students' lives.
Part of this, says Rodriguez, involves reaching out to police departments in Swampscott and other surrounding towns, including them in the plan to call in every available law enforcement officer.
Officers from Salem State College will participate in the state police's active shooter program later this month, along with officers from the Salem Police Department. The state-funded program involves donning swat team equipment and simulating locking down a school to reach the ultimate goal of eliminating the violent threat and saving lives. The only cost to police departments is for the paint balls they will be shooting out of their weapons.
<b>Being prepared</b>
Across the North Shore, college officials are working to tighten security in time for the fall semester.
Of them all, Salem State is probably at the highest risk for a violent attack since the city is difficult to get in and out of, the college encompasses four separate campuses and two new residence halls are being built. It's not only the largest in the area and constantly growing, Salem State is a big commuter school and is soon going to university status. Needless to say, there is a lot going on.
All of this poses a big challenge for safety. Arming officers at Salem State is simply a necessity to protect the students and staff, says the chief of campus police. They started carrying patrol pistols a couple of years ago.
"We finally came to the conclusion it was time," says Salem State chief of police Bill Anglin. "We're our own little city now."
Schools are also looking to use technology to keep students away from campus in case of such an emergency. For two years, the state is funding a text messaging system on all state college campuses that will alert students of emergencies as well as snow days.
During registration, the college will be collecting cell phone numbers from students. It's been proven, says Robert Paterson, chief information officer at Salem State, that you only need 65 to 70 percent of student phone numbers for the system to work.
There are enough students hanging out together that the word gets around.
"The big thing that we learned from Virginia Tech is you need to have multiple channels of communication to the community," says Paterson.
The lesson of overloaded communication channels has been learned on 9-11 and during Hurricane Katrina. Even on Thanksgiving, phone lines get jammed. The school is still working out the final cost when the two-year state funded initiative runs out.
Salem State is the only college in Essex County with armed officers. But that could soon change.
"We're moving closer in that direction," says John Soucy, environmental, health and safety officer at Gordon College.
This might come as a surprise for a religious institution.
"We like to think the Lord is protecting us," says Soucy.
Still, he says, public safety is service oriented and having firearms makes you a better servant.
"It's better than standing and watching it happen," he says.
<b>'No warnings'</b>
At last week's summit, Julia Cowley of the FBI's National Center for the Analysis of Violent Crime told the assembled that there are three major categories of violent youth — the mentally ill, the antisocial and the "normal."
They have often engaged in behavior that has caused concern for others. In a study of 41 offenders from 37 schools, the findings showed that the violent youth almost always felt bullied.
Kip Kinkel, from Cowley's home state of Oregon, said over and over that he had "no choice" when he killed his parents and then shot students. Beware, said Cowley, of the "injustice collector."
But school shootings can also result from the angry ex-husband of a faculty member, she reminded the group.
In a slide presentation, she showed disturbing drawings done by the offenders. They were often dark and violent, showing the classic violent youth characteristics of narcissism and lack of empathy.
They often tell no one beforehand if they are serious about doing the act and may plan it forever.
"Eric and Dylan planned their attack for nearly a year and there were no warnings," she said of the Columbine shooters, speaking almost intimately about those in her area of expertise.
Matt Gallagher of the FBI's Victim Assistance Program is someone school officials don't want to get to know. His office assisted Virginia Tech after the shootings. Gallagher spoke of the mistakes made there, like when faculty members were counseling one another.
This summer, Salem State is refining their plan, talking about resources and grants. Rodriguez is putting in long hours during a relatively quiet time for a college campus. His enthusiasm for the topic of preparing for a school shooting seemingly has no bounds.
"We don't want to be caught off guard," he says. "We want to be as prepared as possible. Virginia Tech forced us to take a real hard look at it. We're diligent now."
